GBI to probe use of force at jail

The Georgia Bureau of Investigation will look into whether five correctional officers at the Troup County Jail used excessive force on an inmate.

The jailers were dismissed Wednesday because of an incident involving an intoxicated man charged with criminal trespass who was taken to the jail by LaGrange police on April 17.

“The jailers came out to assist with getting the man out of the car and used what we feel was excessive force,” Sheriff Donny Turner said. “They operated outside of how they were trained.”

The suspect didn’t receive medical treatment and posted bond the same day, Turner said.

One of the jailers had worked at the Sheriff’s Department for nearly two years, while the others had worked there for about 12 to 18 months.

District Attorney Pete Skandalakis agreed that the GBI should conduct an investigation and the case may be presented to a grand jury, Turner said.

Skandalakis said Turner requested the investigation “to determine if jailers violated any criminal statutes through excessive use of force to restrain an inmate.”

The GBI’s report will be turned over to the district attorney’s office. The GBI is checking preliminary data, special agent Rodney Wall said.

In an unrelated incident, James Woodruff was terminated Friday as chief jail administrator, Turner said.

He said Woodruff allowed a female inmate charged with driving on a suspended license to leave the jail and drive to the state Department of Driver Services in LaGrange on April 24 and to Columbus four days later.

“We let Woodruff go because he acted without proper authority,” Turner said. “His actions affected her case on the state level and up, and they affected her probation officer. By law, if you are charged with driving on a suspended license, but can present a valid license at your court hearing, the charge is dismissed.”

Because the inmate obtained a valid driver’s license, the case was dismissed in State Court, Turner said. She also had a hearing scheduled in Superior Court for violation of parole on a separate felony charge.

“That case will be dismissed as well because of the outcome of the other case,” Turner said. “Woodruff affected the outcome of both cases in a strong manner and said he thought he was helping the court system. As for the inmate, that person was released from the jail. She did nothing wrong in her actions and we thought it could be a dangerous situation to leave her in the jail with the other inmates.”

Woodruff had been chief deputy since 2004 and became chief jail administrator in June in a job swap with Frank Kirby, who became chief deputy.

“It’s hard to make decisions like that,” Turner said. “But given the circumstances, it’s something that we had to do.”

Donnie has his sights set on higher places.Hail to the chief ring a bell.Governor Turner anyone or maybe Senator Turner.Sad he was a good guy at one time and lost sight of being one of the people and representing all of the people.As for James he is a good guy.He spoke at a neighborhood watch progam I attended in my subdivision and I found him to be a very knowledgable gentleman.He has really impressed me with his quiet calm.I think he would make us a good sheriff.I think he would be fair,honest and do his best to represent all of the people.I'll bet he would have an open door policy for the citizens of Troup County.Thats all you can ask.I understand others within the sheriff's office have designs on replacing Donnie.Overheard a conversation at lunch on day among a group of deputies.Sure did learn alot.They were discussing Harris Frailey and Hadleys chances against Woodruff. Guys and girls be careful you never know where the Sheriff has ears.Hopefully he will get some eyes and see whats really going on.As for James I wish him good luck.You have my support if you desire to run in the Sheriffs race.We are having a covered dish dinner in my subdivision and I'll make sure your name comes up and maybe we can discuss a monetary donation for your candicy as sheriff.Hang in there good guys do win and the people of Troup county believe in you.Good triumps over evil.

Donnie Turner start packing up and get Woodruff's name plate ready to hang on the Sheriff's door. This is the most obvious BS scam there is. Woodruff has 20 years under his belt, what ever took place was a complete set up and a way to drag Woodruffs name in the dirt.

Woodruff has always worn his uniform with pride and would never jeopardize his job for some lady to renew her license...Why don't you "Man Up?" and be honest for once. This will eventually back fire. For those who don't know James Woodruff, I encourage you to try to get to know him because he will be our next sheriff!

Woodruff's been active in the school system, he lectures on how drugs are affecting our society. At Hillcrest Elem. he and several other officers held a drug essay contest and gave out prizes.

Woodruff is a Christian man and has been a member of the church in Primrose,Ga for years.

Woodruff and his wife have been foster parents for several years and have legally adopted a couple of the children, Woodruff has also worked at the Hill street funeral home for numerous years.

James Woodruff and his wife Sharon has dedicated their lives to helping the community, both working in the law field, fostering/adopting children, loving their families and above all loving and obeying the Lord. I'm not saying this incident didn't happen, but i can guarantee you it didn't take place the way Turner has been reporting it to the newspapers.

keep your head held high and truly believe that this will help you in the future...publicity back or good gets people talking.

and gives me a reason to start talking to people about you.

Honors day for my children are all next week.

Gymnastic camp starts next month and

my sub division is having a home owners assoc. cookout next month as well. I will begin talking to any and everyone i come across with "Did you hear about the scam at the Troup county jail? Don't worry James the tables will turn. Your a good Christian family man!!!

The Sheriff should shoulder the responsibility for his department,but thats not happening.He is deligating to people who should not have been in charge in the first place.Some may have been alright in the beginning but lost their way,being ruled by threats and intimidation will do that to you.Any at a boys here.Do as I say but not as I do.Lord forbid no honest critism allowed.Heven help us if someone had new ideas.Not allowed. Why dont the citizens of troup county ask a deputy and see if we are right or wrong. i bet the dept. is going to have one of the dont talk about any of this meetings in the deputy room . the old saying the military uses dont ask dont tell. well Dont ask us cause we cant tell you.

The Sheriff is getting played.He thinks his do boys are loyal to him he is so wrong.You can't rule by fear and intimidation and get loyalty.

You think James tried to hurt you when he expressed concerns about the department.He was trying to take care of and run a department he cares about.Shane leave early Fraley and Bryan loose lips Hadley are birds of a feather and gonna stick together.You need spies to spy on the spies cause they are telling you what they think you want to hear and not always the truth.But the buck stops with you.

Here we have seen just another example of Sheriff Turner's ignorance and inability to fulfill his duties as sheriff. It seems that our sheriffs office has been plagued lately with bad decisions. First the shady swap last year involving Woodruff and Kirby, now this accusation against Woodruff, the top echelon of Turners command and their election night antics, the inability to maintain a properly functioning jail, and unproffesional conduct on every level of the office. It certainly looks as if the grand jury report will be negative again this year. Hopefully the GBI will not rubber stamp this investigation and much more of the covered up dirt will come out in the coming weeks.

I hope James runs for sheriff and just cleans house with the hole dept. Donnie has done nothing since the election.What about the swap that he did with Woodruff and Kirby? Woodruff was talking about running and stuff Donnie wasnt doing during lunch with other deputies so he put someone that wouldnt say or do anything that could ruin his chances of being the sheriff again. And who did they put in there but someone who is just waiting for retirement. Oh yes Kirby has been at the office for 20 plus years and has been a good officer but he is just a face man for Donnie now. He sits in the office (when he's not taking 3 hour lunches with shane frailey) and tries to look good for the sheriff. Its time for someone to step up and run against him and take away the old saying that the state has labeled us as trap county. Dont worry James your'll have your day and your right Green7 its just a Turner smokescreen.

Daddy Donnie knows the twins don't have a snowballs chance in the next election. That is why he is trying to ruin Woodruff politically. Donnie wants the next Sheriff to be someone who he can manipulate from behind the scenes and he knows he will not be able to do that with Woodruff. The good ole boy system strikes again! The twins should be able to see that Donnie doesn't think they can make it on their own merit without him trying to ruin another man to pave the way for them. James Woodruff is an honest, hard working man who has served Troup County well and given back to the community in countless ways for years! Don't worry James - everybody can see through this Turner smokescreen!!!!!

Your right Donnie is just trying to set up for the next election. With James out and only kirby left who else in the office you guys think is next in line? well the only other big head in this office besides Shane Frailey is Bryon Hadley.Most of the deputies at the office is scared to really say what they feel due to losing a job,and i can tell you that most of the dept. is nothing more than a good ole boy system. If you dont butter up to one of them your treated like dirt. You cant really police in this county at all. i voted for Donnie and i know now that i made a mistake doing it. Alot of good deputies either left or were fired due to this system.ITS HIS WAY OR THE HIGHWAY.EVEN if your right and you know your right your wrong in Donnies eyes .Ive heard from all the way from fla. to tn. trap county, and i believe it now. but hey its true when you have a Sheriff that is never in either of his offices to really know whats going on there. People you know its bad when you have smaller depts. doing more for this county then your own sheriffs dept. How much drugs has he gotten off the streets? Hogansville has what 2miles maybe and gets more off then we do in the hole county.people lets get someone else in this office that really knows what they are doing and let the deputies get back doing what we are trained to do and be some real police.the old saying , im here to protect and serve not kiss it and look the other way ( like the sheriff wants)i would rather have Harris or Clay or even a trained monkey in office then who we have now.

First of all Donnie Turner should know, as Sheriff, that a Suspended License is not something that is dismissed when you show up with a license in court. Won't go into detail, but after 14 years performing law enforcement I know this. Why doesn't the cheif law enforcement official in the county know.

Second, everyone who knows James Woodruff knows he is an honorable man and loves the public service not just the politics like Donnie. The only reason he was moved to the jail was because Donnie thought that James would run against him in the last election.

Thirdly I can bet that the deputies involved in the so called excessive use of force are supporters of James'. How odes the sheriff comment on the deputies guilt before an investigation. I can tell you now whoever the suspect was is connected to the "old school" politics of Troup/LaGrange.

Shame on you Donnie for letting a friend and valued public servant go like that. Tell yourself what you need to at night to sleep but deep down in your shriveled soul you know you are wrong.

Wait Opinion3, you are over looking one very important point.....Mr. Woodruff did not do any favors. The inmate had the RIGHT....to make BOND, .....had nothing to do with the jail admin!!!!! If the only charge was Driving w/ Susp Lic......Prob sign her own bond. Mr. Turner must know that, if he is the SHERIFF,... RIGHT????? WHAT IS HE THINKING???? I know Troup County made a BAD decision,in the last election, or the vote tally was swapped. Also, I'm very sure that whomever the inmate was, you can bet your last dollar, it was somebody that could sling some money, or a well known political figure as you suggest.

First of all, if this female was charged with driving on a suspended license and got her license re-instated after the fact, how could that mess up the case? i was just in court last night where a person was charged with suspended license and had gotten his license re-instated after the fact, he was still convicted of the suspended license, but the judge did let him plea nolo, so that it wouldn't resuspend his license. I agree that Woodruff made a mistake, but doing favors for others is common practice at the Troup County Sheriff's Office depending on who you are in the community ( political ). I have seen Donny Turner do favors for others on numerous occassions, which i felt were unethical, but nothing ever happens to him. Seems to me that the turner clan is slowly falling apart, just maybe the citizens of Troup County made a bad decision in the last sheriff's election. Turner is talking about indicting the five jailers, but yet the inmate received no medical attention, must have been a well known political figure within Troup County, or a family member of a well known political figure.
