The Georgia Bureau of Investigation will look into whether five correctional officers at the Troup County Jail used excessive force on an inmate.
The jailers were dismissed Wednesday because of an incident involving an intoxicated man charged with criminal trespass who was taken to the jail by LaGrange police on April 17.
“The jailers came out to assist with getting the man out of the car and used what we feel was excessive force,” Sheriff Donny Turner said. “They operated outside of how they were trained.”
The suspect didn’t receive medical treatment and posted bond the same day, Turner said.
One of the jailers had worked at the Sheriff’s Department for nearly two years, while the others had worked there for about 12 to 18 months.
District Attorney Pete Skandalakis agreed that the GBI should conduct an investigation and the case may be presented to a grand jury, Turner said.
Skandalakis said Turner requested the investigation “to determine if jailers violated any criminal statutes through excessive use of force to restrain an inmate.”
The GBI’s report will be turned over to the district attorney’s office. The GBI is checking preliminary data, special agent Rodney Wall said.
In an unrelated incident, James Woodruff was terminated Friday as chief jail administrator, Turner said.
He said Woodruff allowed a female inmate charged with driving on a suspended license to leave the jail and drive to the state Department of Driver Services in LaGrange on April 24 and to Columbus four days later.
“We let Woodruff go because he acted without proper authority,” Turner said. “His actions affected her case on the state level and up, and they affected her probation officer. By law, if you are charged with driving on a suspended license, but can present a valid license at your court hearing, the charge is dismissed.”
Because the inmate obtained a valid driver’s license, the case was dismissed in State Court, Turner said. She also had a hearing scheduled in Superior Court for violation of parole on a separate felony charge.
“That case will be dismissed as well because of the outcome of the other case,” Turner said. “Woodruff affected the outcome of both cases in a strong manner and said he thought he was helping the court system. As for the inmate, that person was released from the jail. She did nothing wrong in her actions and we thought it could be a dangerous situation to leave her in the jail with the other inmates.”
Woodruff had been chief deputy since 2004 and became chief jail administrator in June in a job swap with Frank Kirby, who became chief deputy.
“It’s hard to make decisions like that,” Turner said. “But given the circumstances, it’s something that we had to do.”

Woodruff has always worn his uniform with pride and would never jeopardize his job for some lady to renew her license...Why don't you "Man Up?" and be honest for once. This will eventually back fire. For those who don't know James Woodruff, I encourage you to try to get to know him because he will be our next sheriff!
Woodruff's been active in the school system, he lectures on how drugs are affecting our society. At Hillcrest Elem. he and several other officers held a drug essay contest and gave out prizes.
Woodruff is a Christian man and has been a member of the church in Primrose,Ga for years.
Woodruff and his wife have been foster parents for several years and have legally adopted a couple of the children, Woodruff has also worked at the Hill street funeral home for numerous years.
James Woodruff and his wife Sharon has dedicated their lives to helping the community, both working in the law field, fostering/adopting children, loving their families and above all loving and obeying the Lord. I'm not saying this incident didn't happen, but i can guarantee you it didn't take place the way Turner has been reporting it to the newspapers.

Here we have seen just another example of Sheriff Turner's ignorance and inability to fulfill his duties as sheriff. It seems that our sheriffs office has been plagued lately with bad decisions. First the shady swap last year involving Woodruff and Kirby, now this accusation against Woodruff, the top echelon of Turners command and their election night antics, the inability to maintain a properly functioning jail, and unproffesional conduct on every level of the office. It certainly looks as if the grand jury report will be negative again this year. Hopefully the GBI will not rubber stamp this investigation and much more of the covered up dirt will come out in the coming weeks.
Second, everyone who knows James Woodruff knows he is an honorable man and loves the public service not just the politics like Donnie. The only reason he was moved to the jail was because Donnie thought that James would run against him in the last election.
Thirdly I can bet that the deputies involved in the so called excessive use of force are supporters of James'. How odes the sheriff comment on the deputies guilt before an investigation. I can tell you now whoever the suspect was is connected to the "old school" politics of Troup/LaGrange.
Shame on you Donnie for letting a friend and valued public servant go like that. Tell yourself what you need to at night to sleep but deep down in your shriveled soul you know you are wrong.
