Once-controversial property rezoned in West Point

A property that drew protests from Troup County officials a year ago was rezoned in West Point on Monday.

City Council approved mixed-use zoning for the 139 acres at Webb and Old Gabbettville roads, owned by West Point Business Park LLC. The property was brought into the city a year ago, but council left the zoning rural residential after officials complained that a proposed light-industrial zoning wouldn’t fit with the surrounding area.

Since then, the city has adopted a mixed-use zoning classification that allows for a combination of residential, commercial and constricted light-industrial zoning. Even neighbors who initially opposed the zoning last year softened on the prospect of the nearby development.

“The property abuts residential property,” said Ellen Gilmore, who lives on Old Gabbettville Road. “We don’t want to be looking at an unfriendly site. We’re trusting the council and the planning board and the developer to provide some quality.”

The city planning board had recommended the rezoning last week. Johna-than Coe, who spoke on behalf of the developer last week, told council Monday the mixed use zoning allows for a “good transition area” between the Kia Motors site and other property in the city and also gives the company flexibility for building.

Because of concerns with this and other properties, the city soon will look at putting performance bonds on each development as building begins. The performance bond would keep developers from clearing a site, then giving up on the property and leaving town.

City planner Sammy Osborne said the bonds would be retroactive be-cause no one has yet broken ground on any of West Point’s proposed developments.

Also Monday, Osborne reminded residents that the last open house on the city’s new comprehensive plan will be from 4 to 7 p.m. Thursday at the city’s technology and training center on O.G. Skinner Drive. The plan has been in the works since last fall.

Council also will hold a called meeting at 6 p.m. April 23 to discuss at least six dilapidated houses that are ready to be demolished.
