The president of the local chapter of the NAACP voiced concerns Tuesday night to LaGrange City Council, including racial remarks by two city supervisors.

An audience of about 50 listened intently as Eddie Fannin said the supervisors recently were demoted over racial slurs directed at a black employee of the gas department.

City Manager Tom Hall confirmed the two supervisors were demoted because of “inappropriate” remarks regarding race. The first remark was made a few years ago about the employee, Hall said. Another supervisor repeated the remark to the employee this month.

“We are here this evening to wake up the city officials of LaGrange,” Fannin told council. “We intend for our voices to be heard for the people of our community who are sick and tired of being sick and tired of the way they are being treated. We are talking about racial discrimination, favoritism, neglect and the over-indulgence of authority in the city.

“… Instead of just being demoted, the supervisors should have been terminated from their positions. We are sick and tired of being sick and tired of being mistreated. The race issues such as this are being overlooked for too long. It’s time to make some changes. We will continue to show up to these meetings until something is done.”

Lukken declined to talk about personnel issues to the public, but agreed to meet with Fannin, other NAACP members and City Manager Tom Hall on Thursday at City Hall.

Lukken said he wanted to talk in more detail Thursday about the issues raised by Fannin.

“These are all good questions,” Lukken said. “We certainly want to hear everything that you have to say and consider your concerns. We will be glad to discuss these things in more detail on Thursday. And to anyone in the audience or anyone in the public in general, my home number is in the phone book. I encourage anyone with issues or questions about the city to contact me any time.”

Fannin said his biggest priority at Thursday’s closed-door meeting will be the termination of the supervisors.

“The city has not handled this situation at all,” he said. “There was an investigation launched by the city prompting their demotions, but that’s not sufficient.”

Fannin said he also wants to discuss police.

“There has been a good bit of discrimination going on in the city,” he said. “On May 8, LaGrange police officers arrested an African American 15-year-old girl at her grandmother’s residence and charged her with disorderly conduct. She tried to pull a police officer off her uncle who was involved in an altercation with the police and (he) suffered a badly broken nose.

“Instead of being taken to the station, she was dropped off on the side of the street near Don Rainey Finance Company at 604 Hamilton Road. The officer then made a sexual remark about the girl’s rear and said she looked like a grown woman.”

The mother of the juvenile filed a complaint with police May 20. She said she received three calls on May 23 and one call on her cell phone May 24 from someone in the police department asking her why would she file a complaint against an officer, said NAACP vice president Willie Cameron.

Public Safety Director Louis Dekmar said the police department is reviewing the matter.

“We received the complaint,” Dekmar said. “It was sent to the supervisor of the Office of Professional Standards and is being investigated. As for the calls, I am not sure how many times she was called, but it’s routine for our department to follow up on complaints several times over the phone.”

Fannin also requested that all city employees undergo diversity training and sexual harassment training on an annual basis.

“We have implemented diversity and sexual harassment training and will continue to implement the training with our employees,” Hall said.

On another topic, Fannin said: “We also feel that some elected officials have been in office for too long.”

Asked by Lukken if Fannin plans to run for office, Fannin’s response drew laughter from the audience.

“Yes,” he said. “You may be looking at your next in line if changes aren’t implemented.”

I would first like to address this “presto”, please don’t even attempt to put all “white folks” in the same category with you. Not all “white folks” have the same ignorant mentality as you, to stand beside you and “get their heads out the sand”. It seems to me you should have left your head buried there in that sand and suffocate the ignorance right out of you. You talk of standing up for our rights before its to late, yet you seem to be failing to realize that we are all equal and share the same rights that you speak of.

You say “whites” have bent over backward to help “blacks” achieve what they have today? Please tell me what “whites” have done at all to help with this “achievement” you speak of? You say the NAACP is only to keep controversy (which by the way you misspelled) up between the whites and blacks. You’ve got it backwards… If there was not the ignorance such as yours still around today, there would be no need for this organization to exist. Do us all as an equal a favor and keep your racist ignorance to yourself.

To JMMoore, all I can say in reference to you is how idiotic, stupid, and ignorant can you be? Maybe when you where stupid enough to shoot yourself in your own hand with your own gun a while back, it just made the ignorance spill out of you. Oh wait, you’ve always had that sad mentality. Do us a favor and go stick your head down in the sand with your buddy presto for a few more days.

It’s really sad that people such as yourselves exist in the world as its grown today. Shame on you.

Wow after a few days and it comes back that if you critcize a black you are racist?

Maybe what the NAACP needs to deal with is there own population. How about lets start with the fact that over 70% of black children are born illegitimatly and are raised by a single parent or worse than that a grandparent. Let them also look at the fact that many of them live their whole life on some form of government aid, whether it be Welfare, Medicare, Peachcare, Wicc, Foodstamps, Free Lunch at school.

Im personally just tired of having to do more and more with less in order to bring this race up, especially with our ever increasing taxes.

But, they never want to address these issues and take personal reponsibility fo themselves. For the comment earlier about the NAACP being started by 3 white people, so using that logic I guess we can blame the demcrats today for slavery, and the republican party for ending slavery and bringing about racial equailty?

Let the NAACP also address the continuing use of racial and sexual slurs in movies, music, and on television.

Thank you RolloTomasi for responding with an educated answer supported by fact. Though I may not fully agree with you, I can at least respect your position as you use a factual basis for that position

First of all presto, the NAACP was founded at the turn of the century. Organizations that represent white people exist with similar names today, take for instance the National Italian American Foundation or Albanian American Civic League. Your cries of a nonexistent politically correct double standard are ridiculous.

Second, the NAACP has made strides in society that not only advanced black people, but all Americans. The NAACP pushed supreme court cases that removed desegregation on different levels.

I don't agree with everything the NAACP has done. For instance the whole hooplah of a guy with the Halloween display with the nooses. Speech is speech. Also, even though I 100% oppose the death penalty, I found it absurd that the NAACP would say that the death penalty verdict given in a case in Idaho of a toruture-murder-burgarlary was the result of their race (sorry, I can't think of their names right now).

Okay it is obvious that you are uneducated and refuse to open your mind. With that I am not going to address you any more because I would simply be putting myself on a level as you, an ignorant person.

About BET, let me educate you on that. MTV is focused more toward the music an entertainment of those who are not African American. And guess what presto BET is owned by MTV.

Thank you

I was at the meeting. For too long Lagrange has been led by the same people. It is time for change. The sign on the watertowers say "Lagrange, Smart Move." I am sorry I moved here. You have to know someone to get a good job. I am military and college educated but yet I am relegated to menial jobs, bubbas with less qualification get the jobs I deserve just because they know someone. In a word "cronyism." They take you for all your worth here and keep you down. I'm tired of it.

This is for 2565. I have my facts straight. It is you who doesn't seem to know much. The NAACP is NOT for all Americans. It was created just for legal representation for blacks. NAACP stands for National Association for the Advancement of Colored People. Did you read that 2565---colored people --? All that organization is for is to stir up trouble and keep whites & blacks at odds with each other so their administrative staff can put money in their pockets. They actually prey on black people for financial support. Go into any black-owned business in Troup (or surrounding counties) and see how many whites are employed in their business. Does equalization in the hiring policies only apply to white businesses?Blacks have their BET TV network. Maybe us whites should start a WET(White entertainment television) for us White folks. Oh--but if we did that we would be considered racists. Like I said--wake up White folks & get your head out of the sand. Stand up for your race and fend for your rights before it's too late.

This is for JMMoore and presto, You make the comments that you posted but you do not provide any examples or what information brought you to that conclusion.

If you are not going to support your answer with verifiable facts, then hush because you are only showing your true colors, and may give others the wrong impression of you; that you are a racist redneck unless that is what you really are.

I would like to respond to LEO's comment. What that does that stand for Law Enforcement Officer, you sound like a cop.

Secondly you make a comment about Eddie Fannin being caught with his hand in the cookie jar but what you fail to state is that Fannin was cleared of all charges then Honorable retired.

Next, if I last remember, it was anyone's right to go before an open counsel meeting to express issues as a citizen. Just because you have chosen not to exercise this right don't have a grudge on the ones who do.

I will agree that the whole story needs to be considered before judgement is placed on these officers. However why do you have such a negative attitude towards the NAACP? Are you one of those that fear them because you are a cop that engage in wrong doing?

The last time I checked the NAACP is for all people who have been mistreated, regardless of race, but you sound to ignorant to check on things before you speak. If you had checked, you would know that the NAACP was founded by 3 caucasians.

By the way, what laws did the NAACP disrespect, or are you making unwarranted assumptions with no factual basis?

I can't readily find all the words that I would like to say in order to express my feelings on these kinds of issues... first let me say some people will never see how a situation can be helped, regardless of race or gender we should apply the same laws as well as punishment, but we first have to realize that we all are equal

L.E.O, I agree with your comment. From reading their comments it seems more they are annoyed that "the blacks" are wantonly crying racism for no reason. The situation is far deeper than that, and all I have is this article. I believe it is the right for people to bring up such allegations in a public manner, but doing so requires a fair examination of all claims.

RolloTomasi, I also take issue with JMMoore's and Presto's comments, however, I do not take issue with their principle. It is my belief that Americans of all races and creeds should be able to petition their government, however, I believe that it should be done in a manner that is correct and by persons who have taken the time to educate themselves. Eddie Fannin is not that person and is a theif that was caught with his hand in the cookie jar at the LaGrange Police Department in 1992 and has no business standing before counsel and questioning the actions of a police force that he betrayed. As far as the comments to the juvenile, if it happened it shouldn't have happened and those officer(s) should be dealt with accordingly, but the whole story has not been told. The article plainly states that the juvenile jumped into a fight where her uncle was fighting with the police... what does this type of response by a racially divided community tell this and other like juveniles? Is it alright now to fight with the police? Yes, the article states that the uncle's nose was badly broken but what is his criminal history? How many times has he fought with the police? What would have happened to the officer(s) that were fighting with the uncle and apparently the juvenile had the uncle's nose not been badly broken? What if the uncle had hurt or killed one of the our fine officers? I think it is high time that the our community stop looking at these issues in "black and white" and examine what is right and what is wrong. Racial slurs and sexual harassment are wrong.... however, so is the total disrespect for the laws of the State of Georgia and utilizing established organizations such as the NAACP for the promotion of ill intent.

I am white, I did vote for Obama, and I am at a loss for how it makes presto and JMMoore so angry about people petitioning their government.

It's the same old shuck and jive. All the blacks take it as a personal affront every time they don't get their way. I have to agree about the situation at the VA. All Veterans, both black and white, are getting less than desirable care from their "grateful nation's" Veterans Administration.

I agree with JMMoore that blacks-not whites are the most racist people in America. The NAACP is about a useless organization that exists. All it's fit for is to stir up controvery over unmeaningful and frivilous ra cial issues. Maybe us Whites should get us a National Association of White People and complain about token blacks being hired into all these government jobs.Of course if we had an organization like that, it would be considered racist by the blacks. You go to the VA in Atlanta or Tuskeegee and 98 percent of the employees are black. Where's the ratio thing? The reason America is in the shape it is in now is because too many token blacks are put into jobs for which they cannot perform simply to achieve numbers. And for the NAACP to come down to La Grange & complain about something that happened years ago--how ridiculous!!! White folks living today have bent over backwards to help blacks achieve what they have today. They had nothing to do with slavery-yet black folks want to drive it down our throats. I'm sick of it and ALL White Americans are sick of it to. Maybe it's time us White Americans give the Blacks a dose of their own medicine. Remember, it was White folks who elected obama-not black folks. If you don't believe it, look at the vote totals and the breakdown of the votes. I am proud to say I DIDN'T vote for obama. Us White Americans need to stand up for OUR race and fend for OUR rights.
