Officers were in the area of White Oak Drive and Barnard Avenue, stepping up patrols after a spate of burglaries, when they saw three people walking down Wood Avenue.
When police stopped the trio and identified themselves, the suspect threw the bag on the ground as he got out his identification for the officer, police said.
Patrick Dustin Daniel, 25, was charged with possession of a dangerous drug after police recovered the baggie with five Xanax pills. Daniel’s two companions were released.
