District 5 incumbent Richard English narrowly won re-election to a ninth four-year term on the Troup County Commission in Tuesday’s Democratic Primary, and a redevelopment powers referendum passed in all three jurisdictions - LaGrange, Hogansville and Troup County.

English, 73, got 276 votes or 54 percent compared to 232 for challenger Richard Kimbrough , with only a 9.1 percent turnout in the predominately black district, which includes the Griggs Center precinct among others.

“Any time you win, it’s a victory,” English said.

The redevelopment powers law passed in the county by a margin of 54 percent, with 2,949 voting yes and 2,511 no.

It passed in LaGrange with 64 percent of the vote, 1,354 to 760, and passed in Hogansville by 70 percent, 191 to 83.
