Dear Editor:

Having retired as Chief Deputy of the Troup County Sheriff’s Office on Sept. 6, I have been asked by many people whom I will support in the sheriff’s race in November. Without a doubt, I support candidate James Woodruff, and I believe it is extremely important, if not critical, that the citizens of our county understand why I stand behind him.

After 36 years of service under Sheriff Donny Turner, and his predecessor, Gene Jones, and also under Sheriff L.W. Bailey, I believe I have professional, firsthand and unbiased knowledge of the inner workings of the operations of the Sheriff’s Office. Because of this, I can offer a firm and compelling reason that has recently surfaced as to why Mr. Woodruff is by far the best man for the position, which I will explain further down in this letter.

But first, I want to give you some background of my experiences working with Mr. Woodruff. Our working relationship spanned some 20 years, beginning when he joined the Sheriff’s Office under former Sheriff Gene Jones and then came on board with Sheriff Turner in 1993. His character and integrity — and his leadership and administrative abilities — were beyond reproach in each and every capacity he served, and there were many as he was promoted through the ranks.

Mr. Woodruff has served the Sheriff’s Office as a jailer, a deputy in the Patrol Division, a lieutenant in patrol, captain/public information office, and major/jail administrator. Before I became Chief Deputy (“second-in-command,” if you will), James served as Chief Deputy for four years.

My professional relationship with Sheriff Turner through the years ultimately evolved into a very good-natured friendship. I have contemplated this over many sleepless nights, but I have decided that my past friendship with him cannot trump my ethical and moral duty to the citizens of Troup County to let them know what is currently happening in the Sheriff’s Office. This turn of events has serious ramifications for the Sheriff’s Office employees, the success of the future sheriff, and the safety of this community as a whole.

I want to offer one reason — and it’s a huge one — that Troup County select Mr. Woodruff as sheriff. It is because Sheriff Turner has been purposely spending confiscated drug money, albeit for purposes that benefit the Sheriff’s Office, at an alarming rate since the run-off election in August. Twenty years ago when Mr. Turner became Sheriff, I heard him complain for the first three months how former Sheriff Gene Jones did the same thing to him regarding spending the drug money, and now Sheriff Turner is trying his best to be sure the next sheriff does not succeed.

In the past several years, Sheriff Turner has been able to cut his budget as Troup County leadership looked for ways to trim costs in this poor economy we’re all experiencing. To offset that cut, he has used money confiscated in drug busts, as law allows, to purchase everything from pens and copy paper to guns, patrol cars, technology and the like, and until recently has done it wisely. The amount of confiscated drug money has amounted to about $1.7 million in the last three years, according to Sheriff Turner at an open sheriff’s forum on Aug. 14.

But since the run-off election on Aug. 21, Sheriff Turner has spent that money excessively, and when he leaves, the new sheriff and his employees are going to suffer for it. I feel that Mr. Woodruff is the only one with the leadership and administrative abilities to weather the storm that is about to come when the new sheriff takes office in January. He also is the only one of the three candidates familiar with the inner workings of the Troup County Sheriff’s Office, and it will take someone with that familiarity to work through this very serious issue.

Because of this spending, there will be dire consequences. The best accountant on the planet would have tremendous trouble facing the situation to come without having to consider a reduction in force (layoffs), a countywide tax increase, and/or a compromising of the safety of Troup County citizens in some form or fashion.

Please know that if a tax increase or Sheriff’s Office layoffs come our way in the near future because of excessive spending of the drug money, it will not be because the new sheriff caused it.

I ask you to join me in supporting Mr. Woodruff to become our new sheriff. I live here, my grandchild lives here, and I want Troup County to be safe for all citizens as we continue to move forward.

J.A.C.K you are so right. If Sheriff Turner was so horrible why would someone work for him for so long? The election is over, leave Mr Turner and his family alone. Frank never seemed to have an issue when he was hanging out at the local bait shops with Randy on the county payroll. I know this because I have seen him personally on several occasions over the years. Frank had it very well when he worked for Sheriff Turner. Wow, if he would turn on him like that, just think what he would do to you. With friends like that, who needs enemies. What goes around comes around and a dishonest person always shows their true colors. as for spending all the money, that's a lie too. Just alot of jealous people with an axe to grind.

also read the article, then read frank55, it sure doesn't sound or look like the same writer to me. did Woodruff write this letter for Kirby or did someone in Woodruff's group of Lagrange police officers write it for Mr. Kirby? you decide Troup county citizens. thanks jack w.

First of all I think this is a sorry way to treat Sheriff turner. Sheriff Turner has always helped people in need and his on employees, like frank kirby, by promoting him to chief deputy so his retirement would be more. sheriff turner knew that kirby was going to retire within a year or two, and knew that would help his retirement grow larger. also when sheriff turner took office twenty years ago he had no knowledge of the enter workings of the sheriff's office, so why is that a big deal when it comes to ruben, or clay bryant? clay bryant has more education than woodruff and ruben conbined. if frank kirby worked with donny for twenty years, why all of the sudden is he showing up in the lagrange news paper with a woodruff sign. the night that woodruff defeated turner he dawged woodruff to unbelief, in front of many people. Sheriff Turner your a great man, and the best sheriff troup county has ever saw. Sheriff turner the only two mistakes you made were moving woodruff into the chief deputy position, and helping frank kirby. these so called friends, who turned out to back stab you and record you in the heat of the moment, are not people i want to see elected. if they do it to a man who has done a great job, and helped them along the way, what makes us, the citizens believe they want do us this away. does troup county need woodruff in office, i say no, lets start fresh, woodruff was fired from the sheriff's office because he was incompetent, so why elect him to a higher position. another thing i noticed is woodruff riding in a lagrange police car two weeks ago, with his hand out the window waving at everyone, during a motorcycle escort, thru the city of lagrange. chief dekmar please look into this and you will see that it is true, your department is in the middle of politics. this was very inappropriate to me and numerous other citizens, that lagrange p.d. is into politics now. in closing thank you sheriff turner for a job well done for the past twenty years. jack w.

Thank you Frank Kirby for all your years of service. Is it not correct you worked for Sheriff Turner for 20 years? That's a long time to work for such a god awful boss..... I think retirement means you retire. Please Frank you leave alot to be desired in the way of giving advise. Last but not least why in the WORLD would James Woodruff, being the brain, smart enough to weather this transition ever want you associated with a clean election. Your loyalty leaves much to be desired. Thank you.

I will tell you why. Because Woodruff either contacted him and promised him something in return, or had one of his Lagrange police buddies, who he has promised jobs too and they believe him, call and promise kirby something. I am aware of one Lagrange police officer, who called clay bryant, on behalf of woodruff to ask "what would it take for you to drop out of this election". If woodruff is so great why does he need clay to drop out? Clay Bryant declined any offer, and that made him work even harder. I heard this saying the other day "do you want donny's boy or the new boy" personally I want the new boy, Clay bryant. I would rather ruben be elected than woodruff, woodruff is a snake in the grass. just my opinion. thanks jack w.

L.E.O. stands for Law enforcement Officer, for those of you who may not know. so l.e.o. if you know his "verbiage" did you work for Donny at one time? and do you work for Lagrange police dept. now? and is you real name began with the letters G.P.? and were you made to leave the sheriff's office? and wasn't you promised by the woodruff group that you would be a sgt. over traffic division if you supported woodruff? just saying. I know you, and know you want say if i'm right or not, but god knows. You have less than five years as a L.E.O. so please stay within your level of politics. thank you jack w.

I was a Police Chief for 14 years and In Law Enforcement from 1965 until 2008. Frank is completely right..Mr.Bryant does not need to be Sheriff and would be unable to handle the job.Mr. James Woodruff is a man if intergerity and a fine Law Enforcement Officer. James is a proven leader and a honest person...He has the respect of many Law Enforcement personell.People need to look at the persons past in this vote.

Yes look at their past. who doesn't have things in their past, that may haunt them. All I ask is look at woodruffs past also, and if you ask some of the deputy's as i have, they will tell you things that would blow your mind about him. woodruff as a person is two faced. woodruff as a sheriff will be too, not only to his employees but also to the citizens. woodruff is famous for saying "hey brother how are you doing" as he puts his arm out to shake your hand. as he walks away talks about what a scum bag they are. thats what i do not like. at least clay will tell you how he feels weather it hurts your feelings or not. last but not least, clay has solved many cold cases, what has woodruff done other than smile, shake hands, and politic. do we want our family safe or do you want deputy's to ride around and smile and wave at the criminals as they are committing a theft. it's obvious to me that if clay can solve old cold cases and is an educated man, then he is smart enough to run the sheriff's office. James has never done anything i can think of other than put Donny down, and smile and politic. where will that get the citizens of troup county? (no where) remember when your parents said growing up that you can't buy things based off your looks. you have to work for what you want. clay is a worker not a politicer, and thats the only reason he may not be as liked as clay. thanks jack w.

Frank brings up many good comments in his letter, and I'm sure could have provided alot more insight into more issues but respectfully chose not to. Having many friends and aquaintances associated with the Sheriff's office it would be a sad sight to see any of the dedicated employees who have chosen to serve the citizens of this county without a raise for several years loose their jobs over frivolous spending.I have first hand knowledge of some employees having to wear second hand uniforms for the past two years and a "chosen few" given approval to obtain personalized clothing and special equipment.If such a large amount was in reserve why was everyone not afforded the same privleges.

Over the last 20 years Turner has been sheriff the only law enforcement seen on the interstates were state patrol. In the last few weeks myself and several friends have noted deputies on the interstate roads and also several articles involving arrests made by these officers on the front page of a local paper.Makes one wonder if some are in a panic mode trying to make a name for themselves or is Turner trying to replenish depleting accounts. I implore the Troup County Commissioners to revisit the accountability of careless spending in this most important office.This type of behaviour has and only will strengthen this communities resolve to elect the best man "James Woodruff" as the leader of this once highly respected office.

So this means you, Mr. Kirby, feel that Mr. Woodruff will be business as usual as the new Sheriff. That is the LAST thing Troup County needs. The qualifications you list for Mr. Woofruff and the reason you are supporting him for Sheriff are that Mr. Woodruff has learned the tricks of the trade from the current Sheriff as his Chief Deputy, so why should we expect anything different from Mr. Woodruff than we are getting from the current Sheriff.

There needs to be a change from the current way the Sheriff's office operates and the only way to do that is to get a fresh set of ideas and principles. My vote will be for Clay Bryant and I ask you Mr. Kirby to consider changing your support so that we can start with a clean slate and get Troup County a truly qualified Sheriff.

Not a good "eye for politics":

James Woodruff has my support and I am sure he has many others as well, Although, Clay is a good person he would have NO CLUE on how to run an entire Sheriff's Office! Let alone buget money.

I am sure that Mr. Woodruff knows ALL the inside works of the Donny administration. That is one reason he is more Qualified!! He knows what each department needs to function. He has first hand knowledge of the operations of almost EVERY department.

I am sure that he (Woodruff) will bend over backwards to secure his employees a job!! (AT LEAST THE ONES THAT DESERVE IT!!)

We all have the right to vote for whom we want but for the future of this county We need to be sure it is someone that will be able to ultimatly Protect you and your family!!

Donny Turner ruined himself in this election. And I guess that the only promise he made that was inteded for keeps is the promise to "raise raxes 1.7 million dollars"

I am sure if people begin to ask around you will be amazed at what you learn!!

Citizens of LaGrange, Mr. Kirby is telling the truth. Please listen and vote accordingly....

James is the only of the candidates who currently has a brain to weather this coming storm.

I beg to differ with this statement as to the spending of the drug money compromising the Sheriff's budget. Please refer to O.C.G.A. 16-13-49 or check with the District Attorney or the Attorney General of the State of Georgia.

L.E.O. which stands for law enforcement officer, sounds like someone that wants to work for Woodruff, Mr. Kirby so why hadn't you commented on that? Troup county citizens have a right to vote for who they want. l.e.o. is a young rookie officer who has no idea about politics. l.e.o. must have worked for Donny at one time,since he knows his "verbiage" and is probably trying to support Woodruff because of a promise Woodruff made him, so he can leave Lagrange police dept. and get back on with the sheriff's office. if i had to guess this l.p.d. officer's name begins with G. and last name begins with P.. Am I right?
