HOGANSVILLE — Organizers of the 2015 Hummingbird Festival unveiled the event’s poster at Tuesday night’s City Council meeting.

Todd Pike, chairman of the Hummingbird Festival, announced that a painting by Stefany Park, 16, a sophomore at Callaway High School, will be used for this year’s festival.

The annual festival is set for the weekend of Oct. 17 and 18 in downtown Hogansville. It features regional vendors, food, crafts, antiques, music, local artists, open storefronts, rides and activities.

The event is preceded by the Miss Hummingbird Festival and Miss Hummingbird Festival’s Outstanding Teen pageants, both set for 7 p.m. Sept. 26 at the LaGrange High School auditorium. The winner of Miss Hummingbird Festival will go on to compete in the Miss Georgia Pageant. The Little Hummingbird Festival Pageant is 10 a.m. the same day at the auditorium. Proceeds from the pageants fund area scholarships.

In another matter, council held a public hearing meeting for its millage rate before Tuesday’s regular meeting. There were no comments from the public.

Council has not proposed an increase to its millage rate. When a governing body has an increase in the value of properties, increasing the amount it would collect on taxable property compared to the previous year, it must either roll back its millage rate to collect the same amount as the previous year or hold three public hearings before it can vote on the rate.

Anyone whose property value has not changed from the last tax year would not be affected by the rate remaining the same.

The next public hearing is set for 10 a.m. Sept. 21 at City Hall, 400 E. Main St.

Also Tuesday, City Council unanimously approved amending its zoning ordinance to modify the definition of a personal care home. The ordinance will amend the parameters of a special-use permit for group homes and personal care homes.

In other business, council members Jimmy Norred and Jason Stewart were appointed to the Downtown Development Authority board.
