The Hogansville City Council took care of some housekeeping tasks during Monday night’s meeting.

City Manager David Milliron announced Monday night that the city was selected to move onto step two of a pre-application process for the USDA’s Rural Energy Savings Program. 

“We would receive a $1 million grant to be able have a zero interest, 20-year revolving loan fund to be able to work with residents and business owners on energy efficiency for their properties,” Milliron said. 

“We are the only government in the entire state of Georgia that got approved to move to step two.” 

The council passed a resolution for the adoption of its Language Access Plan, required by the Georgia Department of Community Affairs, in conjunction with the award of community development block grant funds. 

“We were recently awarded a $750,000 [Community Development Block Grant] for water infrastructure and water pressure issues on the west end [of town],” Milliron said. 

“We have to adopt this plan and adhere to this plan as a part of our requirements under the Federal Community Development Block Grant that we have been awarded.” 

The plan was prepared to address the city’s responsibilities as a recipient of federal financial assistance from the community affairs department and grants funded by HUD as they relate to those with limited English language skills. 

The council also received an updated radar list for the city’s speed limits on the roadways from the Georgia Department of Transportation. 

The council also discussed the following items: 

4The council passed a motion for the second reading and adoption of Broadband Ready Community Ordinance, which defines broadband network projects, establishes a single point of contact, repeals conflicting ordinances and more.  

According to Milliron, the ordinance makes it easier to build high-speed internet lines in Hogansville by requiring the city government to decide whether to approve or deny broadband network projects within 10 days after their applications are deemed complete by the city. The ordinance also limits internet application fees to no more than $100.

4The LaGrange-Troup County Chamber of Commerce will hold its total resource campaign dinner Jan. 23 that raises money for the following year. 

The council approved the action to purchase a table at the event for $625, per the request of council member and chair of the chamber George Bailey. 

4Milliron announced that the city’s website is getting a redesign that is expected to kick off early next year. 

The City of Hogansville Planning and Zoning Commission will meet 5:30 p.m., Thursday, Nov. 21, 2019 at City Hall, 400 E. Main Street in Hogansville. The meeting is open to the general public and all are encouraged to attend.
