The Troup County Board of Commissioners announced Sonya Conroy has been named chief finance officer, effective June 3.

According to a news release from the county, Conroy has acted as Troup County interim chief finance officer since January 2020.

Before accepting the position of interim chief finance officer, she served as Troup County Assistant Finance Officer for more than 21 years.

“I am extremely pleased to have been given the opportunity to oversee the financial and accounting services of the county,” Conroy said in the release. “I am eager to continue to provide leadership to these imperative services, as well as to offer guidance and development to finance staff members.”

Conroy said she recognizes the difficulty of measuring the extent of the COVID-19 economic impact when it comes to future challenges.

“During my employment with Troup County, I have seen downturns and upswings in the economy and in the county’s financial position; therefore, I feel confident that my prior experience has prepared me for this role,” Conroy said.

According to the county, as chief finance officer Conroy will be responsible for advising county personnel on financial matters; coordinating the development of the county’s annual operating and capital budgets; managing cash balances, revenues and expenditures to ensure compliance with budget objectives; overseeing millage rates for the taxation of property; managing the proceeds from special purpose local option sales taxes; and overseeing the administration of grant programs.

“On behalf of the Troup County Board of Commissioners, we would like to show our appreciation to Conroy, who has acted as interim chief finance officer for the last six months,” County Manager Eric Mosley said. “She has played an essential role in providing support to the county and was instrumental in helping us continue to operate our financial services successfully and efficiently.”

On May 26, the Troup County Board of Commissioners adopted a $42,831,212 budget under the direction of Mosley and Conroy. The two worked to submit a flat budget from the previous year at the direction of the board of commissioners.
