Troup County adopts FY 2026 budget

The county finalized its FY 2026 budget at the close of the Troup County Board of Commissioners meeting on June 17.

Chief Finance Officer Sonya Conroy gave a brief overview of the FY26 proposed budget, which comes in at $65,384,256, about a 7.5% increase over the FY25 budget.

Millage rate hearings will come later this summer, but the new budget, as proposed, is consistent with the current millage rate of 9.923. No commissioners expressed any interest in increasing the millage rate.

The proposed budget has been available to the public since June 3, 2025, when it was first presented to the commissioners.

Conroy said the only changes to the budget since it was previously discussed were adding $350,000 back to the Emergency Medical Services budget that had been previously removed. Some contingency funds were also moved to pay for audio and video equipment upgrades from the Clerk’s Office budget.

County Manager Eric Mosley explained that the $300,000 EMS funds were in last year’s budget for a subsidy to American Medical Response (AMR).

“At some point, we may have to pay some sort of a subsidy to AMR, which has been asked of the cities and county that are that are enrolled in their services. This year, we used that money to invest in ourselves and to create a paramedic program,” Mosley said. “That should lower down the overall cost for the subsidy, because we’re doing a lot more of the work.”

The vast majority of county funds, about 83%, come from taxes. The remainder comes from charges for services at 6.47%, followed by intergovernmental agreements at 3.13%, and fines/forfeitures at 2.91%. All other sources bring in less than 2% each.

Following a second public hearing, the proposed FY 2026 budget was approved unanimously.
